You don't mention what console you have the game for? I am assuming the PC and not a console perhaps? It might be that you have an incompatible mod installed? If so then try removing the mod and then trying restart the game.

What version are you using?

Modifications like car skins and CLEO 3 OR 4 will not work on Version 2 or higher.

Follow these steps:
1. Uninstall the mod
2. Download this: http://grandtheftauto.filefront.com/file/GTA_SA_Downgrader_Patch;74661
3. This program will downgrade your GTA to version 1
4. Once downgraded, re-install the mod and it should work

Note: If you are using Vista, you need to run GTA as a administrator.

You can download IMGtool and replace with the mods (DFF and TXD) from gtainside.com Or GTA Mod Installer v1 (SAMI) can replace and backup your files. hope i helped.
