If your short a key fob or lost yours this is a cheap way to replace it.
I purchased my fob on ebay for $30 and programmed it myself.
**Read all the way through. The last line is important.**
1. Make sure all doors, hood and trunk are closed.
2. Open the trunk door.
3. Open the drivers door and sit in the drivers seat.
4. Close the drivers door.
5. Turn ignition switch to on and off 5 times ending in off.(do not start the car turn to just before starting) Your alarm light will turn on and the siren on the alarm will chirp to let you know it is ready. (this can also be used to test if you have the alarm)
6. Open the drivers door stay in the seat close the drivers door.
7. Press any button on the remote. The light will flash to indicate your remote has been programmed.
8. Repeat steps 6 & 7 to program any other remotes, up to 4 remotes a car.
9. To exit program mode open drivers door leave the door open. Close the trunk lid and close the drivers door the siren should chirp again and the red light will shut off. Test your remotes to make sure they work right.
******Note all the steps from 2 - 5 must be done within 45 seconds. Step 5 must be done within 10 seconds.

Your car would need to have come from the factory with remote start. You would have a 5 button fob and the remote start button is at the very end opposite of the key ring. For the remote start function to work, you can not have an active check engine light and you need to press the lock button twice before holding the remote start button for 3 seconds. If remote start wasn't originally optioned on your vehicle, you need to have an aftermarket system installed.

To better answer your question it helps to know if the key fobs worked before and just stopped working, or if you bought a new key fob.
If you bought a new key fob you must program it to your vehicle. Here are the key fob programming instructions for a 2006 Chevy Monte Carlo:

PROCEDURE #1
THIS PROCEDURE IS FOR VEHICLES WITH THE DRIVER INFORMATION CENTER. IT WILL BE A BUTTON TO THE RIGHT OF THE STEERING WHEEL WITH A VEHICLE ICON AND THE LETTER i.
Insert key and switch the ignition ON (just shy of starting vehicle without cranking engine)
Press vehicle information button until PRESS TO RELEARN REMOTE KEY is displayed.
Press the set/reset button (button will have a check mark) until REMOTE KEY LEARNING ACTIVE is displayed. Vehicle is now in programming mode.
Press and hold LOCK and UNLOCK buttons at the same time on first remote for approximately 15 seconds. An acoustic signal will be heard indicating successful programming.
Repeat step 4 to program additional remotes. You can have up to 8 programmed remotes for this vehicle. You must program ALL remotes including existing remotes.
To exit programming mode turn ignition OFF, remove key and test all remotes.

Press and hold LOCK and UNLOCK buttons at the same time on first remote for approximately 15 seconds. An acoustic signal will be heard indicating successful programming.
Repeat step 4. to program additional remotes. You can have up to 8 programmed remotes for this vehicle. You must program ALL remotes including existing remotes.

Change the battery

Wipe the board
The board inside your remote can get a lot more filthy than you think! When the board is dirty it can prohibit the contact to the circuit board when you push down on the button. Simply wiping the circuit board off can make your key fob like new again!
The old car battery reset trick
I know this sounds absurd, but it works sometimes and is worth trying. If you exhausted all of the options above, disconnect both terminals on your car battery for 10 minutes. Then reconnect them and try your key fob. This has worked for many people and I have no idea why.

First things first...replace the cheaper part first, the battery. It that works, great! If not, then you may need a new key fob then have it programed to your system.
To program additonal remote; open door, turn ignition on. Press and release valet button one time then, press and hold valet button. While holding valet button, press lock button on new remote. Turn ignition off. Test system.
TRANSMITTER PROGRAMMING IMPORTANT: All transmitters which are to be recognized by the remote control door lock receiver (RCDLR) must be programmed in a single programming sequence. If the system is placed in program mode it will erase all previously programmed transmitters upon the receipt of the programming signal from the first transmitter. Use the scan tool in order to access the Body Control Module (BCM) Special Function or Module Setup: Program Key Fobs. 2. 3. Press the START soft key on the scan tool. IMPORTANT: The scan tool must stay connected until all of the transmitters are programmed. Press and hold the LOCK button and the UNLOCK button simultaneously on one transmitter. After a delay of 5-10 seconds, the scan tool will indicate that the transmitter is programmed. 4. 5. Repeat the previous step in order to program up to 4 transmitters. 6. Remove the scan tool. 7. Operate the transmitter functions in order to verify correct system operation.
if it is a ford remote or ford factory alarm remote cycle the key from off to run(usually 8 times) untill you hear door locks activate. at this exact time key needs to be in the on position.touch unlock or lock on all remotes being programmed and make sure door locks respond to remotes. then turn key off ending programming mode.then try your fobs they should work
