Sorry, but the answers to your questions are no and no. Modern scanners are what they are, and they cannot be modified to monitor any secure (encrypted), digital, or cell phone communications. There is no magic fix to convert an analog scanner to digital. If you want to listen in to digital communications you'll need to purchase a digital-capable scanner, but that will still leave you without cell phone coverage or the ability to listen in to whatever secure transmissions you're referring to.

Specs are not needed. I suspect you need the local frequencies and how to program them. The scanner CAN be set to scan for the local frequencies. Have a pad and paper ready and write down the ones you want to keep.
You must obtain the local frequencies, try Google. They are public knowledge, but hard to find. Local Hams or a Radio Shack will likely have the frequencies. Be nice, be polite, no one has to give you this information.

Here is a link to the users manual in PDF Since I don't know if you are locked out of one channel of locked out of a band this manual will get you back to trunking in no time.

When in the MO mode, I hear nothing. In the FM mode, I hear everything. I want just to listen to local FD. I have their codes loaded in. Just doesn't seem to scan the channels when in MO. What am I doing...

MO is for monitoring MOtorola trunking systems and will only work if you have programmed a system into your scanner. Most fire departments are using conventional, (FM) transmissions, not trunked systems - mainly so that volunteers and neighboring departments can follow the action and respond if needed. Pro 95 dual trunk tracking scanner just stays on channel 3 does not scan up to the other 10 channels

the manual at "http://support.radioshack.com/manuals/ome20-525.pdf" (if you don't have it)
says that you may be in manual mode OR that the channel at 3 might be a "trunk guide", that means that the channel is used to send out digital permissions to the system for each radio in the unit(s) to use a certain freq. when they transmit. good luck!

V-scan channels missing

Sounds like all that is happening is that the channels are locked out, you need to go through manually and unlock them. I have the same scanner and that is what I needed to do.
