D3DRM.DLL is Direct3D Retained Mode, a very old technology from 1997 that
was removed from Windows Vista. Almost no applications use it, but it sounds
like the one you are trying does.
I'd say go to the Microsoft website and download the direct X runtime
updates

This is not the same as installing or re-installing DX 9.0c.
I did a search on my system and my XP install does have the D3DRM.DLL file,
but my vista install, in which I did install all of the DX updates, does not.
Is the game you are trying to install fairly old ?
If you have another computer system with XP on it, you could search for
that file, Should be in the c:\windows\system32\ folder and copy that file to
your vista system to the same C:\windows\system32 location
If not,you can download the file from this location. downloading from an
unknown site is always a bit risky, so I'd suggest finding someone with an
XP install and using the file. but this will get you where you are going. I
did a file compare to the one I had and the one listed in the link, so it
appears to be the same file.
