It can be the main board or the power supply,
look at the power supply first since it is easier to get to, look for burnt parts, bad capacitors, etc. http://en.wikipedia.org/wiki/Capacitor_plague Please post back what you find
You are only have 5v standby circuit working, the problem can be in the main control board (not sending signal to turn on the main power supply sections) or the main power supply sections are bad.
Hi, Symptom shows that Mani Board is bad in your TLX-03210B Polaroid TV and need to be replaced. I do not see problem of capacitors in power supply board. Problem seems in system control section of TV that is located on main board. Click Shop Jimmy as it is best source to obtain boards of LCD TVs. Please call Shop Jimmy for main board availability as currently its out of stock.

I have fixed many polaroids, the problems is most of the parts are contained in one self contained control box. it sounds like your power board is not funtioning. contact polaroid and let them know about your problem and see if you can get a new control panel. the contol panel only has one connection and 3 screws to replace. hope this helps.
The only thing you can do is look inside the TV for blown fuses. But, after that. it's hard to tell what's really wrong with it. And taking it to someone to diagnose the problem will cost more than the 15" TV worth. At the moment, I can't find a Service Manual for that TV yet. But, if I had to guess, the power supply board went bad. Cost about $80.00 at shopjimmy.com. It's only a guess.
