No, it only tells you that it is processing something and that the modem is active. Even if you are not doing anything on the computer it may or may not blink. But generally, it is perfectly fine.
What you have to watch out though are the
>POWER, if this light turns RED or OFF, it means there is something wrong with the modem.
>ETHERNET, if you are using an ethernet cable to connect your computer to the modem, it may or may not blink but it's ok, however, if it is OFF, it means there is no connection between the modem and the computer, check the ethernet cable and make sure it is securely plugged into the modem and into the computer as well. If you are using a wireless connection though, it's ok to see the ethernet light to be off.
>DSL, this light should always be STEADY which means the server where you get your internet service is fine. If it's blinking or RED, it's otherwise. If DSL is OFF, first check the connection between the modem and the telephone jack.

You might want to check with your provider to make sure that they haven't changed anything. Power cycle the modem, and even perform a hard reset if possible, usually by means of a small button on the back of the box.
Of course you could have just got a bad modem, and in that case, it's just as easy to take it back where you bought it.
