A cool heatsink points to a CPU failure, as the CPU is not processing data. Replacing the CPU at first would eliminate this, however, the CPU is unlikely to fail first unless it had been severely overheated, more likely that the board has developed a fault.

If you are however getting no beeps on start up, this does look like the CPU is the culprit

My computer powers up and the fan starts and then gets really loud and fast.

Is it the fan for the power supply?

I assume that you are talking about the fan getting really loud and fast. If you are taling about the computer, then I say turn the speakers down and load up a game as quick as possible cause you have a killer rig.

The XPS/Demension 400 desktop is having issues booting, it gets directly past the Dell loading screen then freezes. There are no numbers that show up on the face and if I press Control/Alt/Delete it goes...

First unplug all the connections from the pc. No cable at should be connected on the back. Keep pressing the power button for a minute completely without leaving it. Connect only the necessary cables which is power , keyboard and mouse ....nothing else.
Try if this works.....if no please reply for furthur help
Thanks!!!

It will not start even after I replaced the power

Before anything else, open your case and make sure all power and data cables going to motherboard, disk drives, etc are firmly seated, and remove and re-install memory sticks in the same locations. Sometimes temperature changes inside the PC can cause these connections to loosen. If that doesn't fix it, do you hear the noise of the cooling fans coming on? If you do, check your monitor for a green light. If you get a green light on the monitor and fans are powered up and running and you get nothing else it could be a hard drive issue. Try booting from CD in that case. If fans come on briefly and then shut off, or fans stay on and you have no green monitor light, this could indicate an issue with your processor or motherboard.
