The vertical deflection circuit of your tv has a problem.
First, try to replace the vertical ic. This ic can be found near the plyback or horizontal section. It is a linear ic with heatsink.
If nothing happens after replacing the ic, replace all the polarized capacitor near the ic and resolder the components at the vertical section.

Green lines on LCD screens generally means physical damage. Did you drop it or bump it by chance? Physical could also include the cable that you are using. Try using a different cable, or make sure it is connected all the way.

Bottom part of the screen cut off

If the vertical of the tv moves when it is that old that is your first warning sign. All electronics need their electrolytic capacitors replaced (especially the small ones). Not replacing them will cause a catastrophic failure. The next sign you will receive is when you have lines every half inch across your screen. Or the next sign will be losing your vertical entirely until all you have is a line. Then everything will go poof till only a standby power light will show. Pressing buttons in a secret pattern to get into the service mode will not fix failing.

There are two reasons for this fault. A fault smoothing capacitor at the video output voltage rail, or excess of screen voltage. These lines are called 'vertical retrace lines' technically. Your reference to across the screen to me means horizontal. Check the bias on the video drive, there may be a potentiometer on the board to adjust. The new parts may have picked up the drive, turn it down if possible.

Try changing the H/V position in the TV Set Up menu. You can adjust the horizontal and vertical position of the screen and move it enough that the green line disappears from the screen.
