Check voltage at the pump receptacle, while pump
is under load, using a true RMS meter. The accetable voltage range supplied by utilities is 103.5 - 126.5 VAC.
Lower than nominal voltage causes high currents which may overheat motor windings.

If the float was stuck in the on position of the pump and the motor was out then yes it will still draw power. What is happening is that the pump is trying to turn the pump even though the pump is bad it is still drawing a current to the pump.
