Set time of day dial stopped working. the timer is less than a year old. no one touched the timer before it stopped working

1) Clock motor might be bad. Release thumb spring located inside box and tip out mechanism to read number printed on clock motor. Google search that Intermatic clock number for replacement.
2) Check circuit breaker and make sure circuit has 120Volts.

Is the day of the week in the middle of dau or night or at the beginning it on the GE vacation timer?

Vacation timers turn lights on-and-off at random times.

Timer dial rotates clockwise. Notice small arrows on timer dial located below each day letter.
Each day starts at the letter.
When the time-now pointer is at W, then wednesday starts.
For example W is wednesday. And th is thursday. The hours that show between W and th are wednesday hours.

Open following image. The time now pointer is pointed at 4:00pm Wednesday.
The blue letters with white background are AM, and white letters with blue background are PM.

To set current time, rotate dial clockwise until current time lines up with time-now pointer.
Time-now pointer is stationary.

I installed a new Intermatic 200w powerpack with 15 malibu lights using 131 watts. The lights turn on manually, but the timer doesn't work. How is this possible.

You say clock doesn't work.
Add a comment with following information:
Do you have timer with analog dial?
Does dial rotate as time passes?
Does dial keep good time?
Have you put the black and red trippers in place?
Are trippers push all the way down?
Have you set current time by rotating clock dial 2 full turns before rotating dial to current time?

I changed the time on my intermatic ml121 timer and my lights are not turning on. The red trigger is placed at 8pm to turn on and the black trigger is placed on 7am to turn off and I set it to present day...

Is the dial rotating as time passes?
Are trippers worn down?
Does power pack make humming sound?
Does outlet have power?
Does override button work?

The timer works but gets "stuck" when it comes to the ON time. it will continue this cycle if i force it to click past the ON time; but when it comes around the next day it sticks again.

You posted under malibu power pack.

When clock motor gets weak, it can no longer push timer dial past the trip point switch.
Right now the clock motor is overheating and will stop functioning.
This timer does not have replacement clock motor, but comes with 5-year limited warranty.
Buy cheap plug-in timer, set power pack to override, and plug power pack into cheap timer.

Need instruction for setting time of day

Timers are 24 hour, but some have 7-day capability:
Manual says: to set 7-day grasp large 24 hour dial and rotate either direction until correct day of the week appears below Day Set red dot and 12 noon on large 24 hour dial is below red pointer.
To set 24 hour, grasp large 24 hour dial and rotate either direction until correct time appears below red pointer.
Red pointer is stationary at 6:00 position.

To check switch setting and segment settings, plug timer into outlet, turn lamp on, plug lamp into timer, then manually rotate timer dial clockwise to check operation.
Change the switch, and rotate dial again to see when lamp turns on-off.
After segments and switch are set how you want, then rotate dial until current time lines up with arrowhead located on inner dial.

Analog timers like 59382 have small motor that rotates clock dial just like old fashioned clock.
As dial rotates, segments on dial move lever that opens and closes circuit to lamp.
The switch, or override button, lets you choose if you want timer program to operate, or if you want lamp ON all the time.

The hot water recirc pump in my new house was equippped w/ this timer. There was no user manual, but it was set by the installer to run the pump during awake hours and shut it off during sleep hours. ...

2) 15 minute interval is misleading.
Pins located on timer dial divide 24-hour day into 15 minute intervals.
You set timer pins and decide which 15 minute intervals you want ON-or-OFF. Do this by moving pins inward or outward with your thumb or ink pen. To check settings, manually rotate timer dial clockwise and listen for pump turning on-off..
Set timer pins for 4 consecutive 15 minute intervals, then timer runs for 1 hour.
After pins are set, then manually rotate dial to set current time.
Dial rotates as time passes, and pins click a lever that turns pump on-off.

3) 5-year Life span. Like all things plumbing, if you have hard water or sand-n-dirt in water lines, then pipes clog. And pumps clog.
Once motor begins to slow down, it overheats and burns out.
Water softener can keep sediment out of lines, but shortens life of water heater.

4) Real question: do you need a circulation pump? Do you need hot water at your faucet? Can you schedule hot water use, or does recirculation pump have to run several hours per day?
Recirculation pumps causes water heater to run more, the pump consumes 25+ watts depending on pump, and water savings claims of 15,000 gallons per year are fabrication.
Realistic water savings is 700-2000 gallons per year, assuming several folks in the home use water sporadically across a full day, and each time water is used people are waiting for hot water. It also assumes that you never want cold water at the tap and that refrigeration ice maker line prefers hot water to cold.

Download manual for Malibu 200 Watt power pack

According to Malibu website information, your power pack is correct size if lights come on.
The way to figure is this
10 bulbs x 18 watts each = 180 Watts
so 200 watt power pack is good

Does the manual override work?
Rotate the on-off button counterclockwise
If override does not turn lights on-and-off, then timer has a short

Does the center dial turn when power is on?
If the dial is not turning, then power pack is kaput, or time of day is not set

Did you reset the time of day?

How to set time of day:
Put your trippers in place
Red = ON
Black = OFF
Plug in power pack
Rotate arrow (colored blue in diagram) as follows
Turn dial clockwise to present time of day (diagram shows 9 o'clock)
Turn dial one or more full revolutions, then return to present time of day

If center dial is still not rotating after setting time of day, it's time for new $50-80 power pack, unless you put a $15 timer on that plug. A cheap timer might work ... keep it going for couple more years.

To set ML series power pack that has analog dial, place trippers on dial at times you want timer to turn on-off. Dial has hours showing with dark background for nighttime. To set current time, rotate dial clockwise two revolutions and then line up current time with arrowhead located on inner dial. Manual override switch is round knob located upper left of dial.
