IPhone setting:*
- Auto-Lock: 1 Minute;*
- Passcode Lock: On, require passcode immediately, after 15 min or 4 hours etc;*
- Network: Turn 3G Off

Scenario 1: Home screen is active with screen on*
1. Press power button for seconds until asked to '"slide to power off"
2. Slide to power off
3. press power button to turn on iPhone
4.*When asked to enter passcode, touch the "Cancel" key, then slide to unlock
5. bypassed passcode

Scenario 2:*
1. On the screen of being asked to enter passcode, press power button for seconds until asked to '"slide to power off"
2.*Slide to power off
3. press power button to turn on iPhone
4.*When asked to enter passcode, DO NOT touch any key on the screen, press power button for seconds until asked to '"slide to power off"
5. Slide to power off
6. press power button to turn on iPhone
7.*When asked to enter passcode, touch the "Cancel" key on the right bottom corner, then slide to unlock
8. bypassed passcode

Notes:
1. When Network setting changes to Enable 3G: ON, "3G" signal shows up, passcode CANNOT be passed through
Go to a underground parking lot or a lift where 3G signal is weak, when 3G signal switches to "E" (Edge), passcode CAN be passed through following above steps
2. When no 3G or Edge signal, above steps don't work

Conclusion:
Seems passcode security is related to network status
Possible security hole under Edge

You can put your iPhone into recovery mode then exit it, it may be fixed. I know the easiest way to enter and exit iPhone recovery mode is to use a free and safe tool called Tenorshare ReiBoot. It is able to make it with one click.

SOURCE: i forgot my apple iphone

Try the Restore procedure from iTunes If you have problems. But first try the recovery procedure.
1.
Disconnect your iPhone cable but leave connected the other USB end to the computer.
2.
Turn off your iPhone holding the Sleep/Wake button. The red slider bar appears. Slide the bar and wait until the iPhone turns off. Or you could hold the Sleep/Wake and Home buttons at the same time until the iPhone turns off.
3.
While pressing and holding the Home button connect the USB cable to your iPhone. It should power on. Hold the Home button until you see the "Connect to iTunes" message. Open iTunes if necessary. You should see the "iTunes detected an iPhone in recovery mode..." alert screen.

Choose " Restore"

How to open my iphone if i forgot the passcode.?

If you can't remember your passcode, you'll need to erase your device using iTunes, Find My iPhone, or recovery mode. Then use a backup to put your data and settings back on your device. You can try plugging it into iTunes to see if it reboots itself

Forgot my passcode

Bad News... you may have to Restore from iTunes. Here is some info from the users manual:
Passcode Lock By default, iPhone doesn’t require you to enter a passcode to unlock it. Set a passcode: Choose General > Passcode Lock and enter a 4-digit passcode, then enter the passcode again to verify it. iPhone then requires you to enter the passcode to unlock it or to display the passcode lock settings.
Turn passcode lock off: Choose General > Passcode Lock, enter your passcode, and tap Turn Passcode Off, then enter your passcode again. Change the passcode: Choose General > Passcode Lock, enter your passcode, and tap Change Passcode. Enter your passcode again, then enter and reenter your new passcode.
If you forget your passcode, you must restore the iPhone software. See “Updating and Restoring iPhone Software” on page 204.
Set how long before your passcode is required: Choose General > Passcode Lock and enter your passcode. Tap Require Passcode, then select how long iPhone can be idle before you need to enter a passcode to unlock it.
