Chuck is the part that holds the drill ...normally you would tighten and loosen by hand. There are three jaws that actually hold the drill bit. ... You have an impact driver ... if yours is like the tool pictured, you don't have a drill, you have a impact driver which had a 3/8 or 1/2 square drive.

This tool should take a drill bit (shank) about 3/8 or smaller. The advertisement says the chuck is 0.38 (over 100) If you cannot adjust the chuck, spray a cleaning lubricant into the chuck ... WD-40 or silicone spray of some kind. This should loosen the chuck you so you can adjust it. If worse comes to worse, return it to a service center and have the chuck replaced. If you try to replace the chuck, be aware the screw in the bottom of the chuck is left handed - not right handed as one would expect. Since you can't open the chuck, I don't think you can get to the screw to remove it. If you are in the US, Home Depot hanldles this brand and may be a resource for you.
