if it is asking a PUK you can refer to this suggestion.
PUK means "personal unlocking key" .
The PUK code is asked if you enter a wrong pin 3 times.
You need to call your phone service company, they can retrieve the puk code from a database
for free.
In your case you need to contact your SIM card phone provider technical support to unlock the SIM.
The PIN and PUK are related to the SIM card, not to the phone.
If you replace the SIM card with a different one, then the phone should not ask for the PUK anymore.

Now the only way you can do it is to contact your SIM provider , Call them and ask the PUK code , they will ask you some questions regarding your perivours balance and all that , try to use it and it will work , but if it does not work , then buy another SIM and ask your telecom provider to issue you on the same number ! This the way you can do it

This happened to me. Actually different way, But same thing. I have this message after PUK locking my phone and tempting to write a number over and over. I thought it meant the code I wanted to use for the password on my phone. I am still awaiting for a solution! :(
