check if there's a led on the power adapter and if yes, check if it's lit when plugged in.
if there is a led but it's not lit, the power supply is broken.
if there's a led that is constanly on, but the pc doesn't charge, it could be the battery (very common with HP laptops)
if there's no led on the power supply, remove the battery from the computer, connect the power and see if the computer works. if it does, the battery is broken and should be replaced.
if it doesn't, check the power connector to the laptop. there's a fine pin in the middle of the connector that may be damaged. if so, replace the adapter.
if not, it's still not clear if it's the adapter or the motherboard of the laptop and the only way of finding out which one it is, is replacing them one by one.

Flashing front powerlight is often a result of a faulty powersupply, try another powersully on the pc and see if the problem gets solved. I've seen a few of these cases personally.
