Please check if you're using the Windows 7 Started Edition. In Windows 7 started edition, changing the desktop themes and configurations are not allowed.

1) UNPLUG THE LAPTOP 2) REMOVE THE BATTERY 3) HOLD DOWN THE POWER BUTTON FOR ABOUT 30 SECONDS TO 2 MINUTES 4) THEN PUT THE BATTERY BACK IN 5) START IT UP
You can use a photograph that you have taken as a background. Right click on the desktop and select personalize. Select anything you fancy. If you are unsure press F1 for a tutorial. Hope that helps.
Click with the SECOND (usually the RIGHT) mouse-button anywhere on your background wallpaper.
Click Properties.
Click the Desktop tab.
Click Browse.
Browse to the saved picture, and select it.
Check for the Video driver and install the same in Safe Mode with Networking. If even after the Video driver it fails then the LCD screen has gone bad.
