The Proscan 19LA25Q came with a remote originally. Unless the IR receiver has failed, it should work with a universal remote. (Note: if the TV is newer than the remote (or released less than 6 months before the remote was programmed), the remote codes for your TV may not be included.) Since the code lists on universal remotes do vary depending on the age and model, please give more information than just the brand. GE remotes usually have a version code label in the battery compartment. This version code is needed to look up the correct code lists. Some GE universal remote built by Jasco codes are here:

The Proscan 19LA25Q was probably built in 2007, since there are reviews from 2007. That was also the year when this size TV had to have an ATSC tuner. So if your remotes were programmed before July 2007, they may not be compatible. Some of the current Proscan TVs probably use the same parts as some Sylvania, RCA and Curtis TVs.The 19LA25Q was warranted by On Corporation which has control of the RCA brand now. However, I don't know when they bought the label.
Amazon lists a few direct replacement remotes for the 19LA25Q. See

I hope this helps.
