It sounds like the problem is in the motor. Because of the heavy load on the motor during normal swing operation the brushes that are attached to the communicator are wearied out. This causes a loose contact between the brushes and communicator and the motor is loosing his power. Ideally, I would replace the motor. The only a problem is that the available replacement motors have a short shafts, when the motor used in Graco swing has a very long shaft. So, there are two solutions: buy a new motor sage from Graco for $28; OR buy a new motor ($5-$7), then carefully remove a nylon end cap from the old motor and replace it with the nylon cap from a new motor (WARNING: you have to be careful when doing this, because if it will be done inappropriately the brushes can be easily damaged)
You have to buy new motor if warranty expires. Just call them and get new motor free from manufacturer if warranty did not expire. I did the same thing.
