Sounds like either the HDD or the USB controller card is almost dead.
Sorry for the news, if it is the USB controller you should be able to have the drive transferred into a new enclosure and continue using it. However if it's the circuitry on the Hard drive itself you may be in need of more serious assistance.
You can take the drive to most computer stores and have someone tranfer it into a new enclosure if you need the data and don't mind the risk of voiding your warranty. If that doesn't work, let me know and I can point you in the direction of a service company that can attempt to extract you files from the damaged drive.

If the drive is available, with a blue bar in disk management, just right click on it and select 'change drive letter and paths'. This will allow you to assign your own drive letter.
If you have more than one external drive or if you use daemon tools, powerISO, they may be trying to occupy the same drive letter, which would explain your problem...
If you see a black bar, it would seem your partition was corrupted and you would need to try and recover your data, if necessary (recuva recovery software is an option) and then repartition the drive.

All CD errors are hard disk errors, likely to mean it is unformatted or corrupted.
The following process allows you to reformat the hard disk.
Think carefully if you want to commit to doing this. It shouldnt cause any problems, Ive had to do it on a couple of our printers in the past with this and a different CD code.
Use:
• When the hard disk is mounted.
• When the hard disk is to be initialized. (Physical Format to Logical Format)
Adjustment
Procedure
1. Call the Service Mode to the screen.
2. Touch these keys in this order: [State Confirmation] - [Memory / HDD Adj.] - [HDD
Format].
(1) Physical Format
1. Touch [Physical Format].
2. Press the Start key to start the formatting sequence.
3. The sequence will be automatically terminated as it is completed.
4. Turn off the Main Power Switch and turn it on again more than 10 seconds after.
(2) Logical Format (Only when initial is set up)
1. Touch [Logical Format].
2. Press the Start key to start the formatting sequence.
3. The sequence will be automatically terminated as it is completed.
4. Turn off the Main Power Switch and turn it on again more than 10 seconds after.
