According to the Dell forums, the 123 code points to Ram issues. Try removing and reseating the Ram, putting one stick in at once and testing to see if it boots, repost if this does not help

The screen will turn on for a split second then turn to black. Each time the poet button is pushed the same thing happens but does not stay on. The power button stays green but black screen.

There are lights on the back of the Dell that tell you a little more. Dell has an extensive list of trouble shooting procedures at http://support.dell.com/support/edocs/SYSTEMS/dim3100/en/sm/adtshoot.htm#wp1124478
Hope this information will help.

It wont boot, goes to black screen with whit blinking dash

Yes, this sounds like the traditional black screen issue, but it's different! This machine is a Dell Dimension 3000 with XP. System won't boot. After Blue Dell BIOS splash screen with F2 & F12 options, it just goes black. There will ultimately be a white cursor in the upper left hand corner. I can edit BIOS with F2, I can get in to the boot menu with F12, but I can't do anything after that. I can even get in to the Safe Mode menu (F8), but it never boots.

Dimension e310- Black screen when powering on, 1 & 2 lights blink

Generally, the 1 and 2 Diagnostic LEDs indicate a failure of a PCI expansion card.
http://support.dell.com/support/edocs/systems/dim3100/en/sm/adtshoot.htm#wp1130520
So remove any expansion cards, see if anything changes. If it does, one of the PCI cards is suspect.
If the system has an expansion video card in the PCI-E slot, and removing the PCI cards had no effect, remove the PCI-E video card and connect to the intergrated video port (You may have to remove a black cover from the port) and see if you get video. If you do, then the Expansion video card has failed.

Blank screen with cycling colours (no BIOS; no POST)

Try running diagnostics. Tap F12 repeatedly on the dell logo till you get the boot device menu. Choose diagnostics. Go through it.

If it doesnt even pull up the diagnostics, you can follow this walkthrough from dell's website.
