How do I turn on my hotkey utility V21.5

There is no Qliner utility V21.5. There is not ever a V3.0, to my knowledge.

I am not certain what type or how your laptop is configured, but it probably had keys already assigned for connection to the internet. If you installed a Qliner utility and rebooted, the key combinations may have been reassigned to those of Qliner. At that point, see if pressing the Windows key plus the Z key will pop up a keyboard. There are some links offering tutorials for use of Qliner. However, the page does not allow downloading of Qliner, available elsewhere. If you can not get it working, it probably begs uninstalling and maybe even going back to a system restore point to recover the original hotkey assignments for your laptop. Qliner's installation appears to have options for a number of modules allowing building special command sets, I believe.

Install "Preinstalled utilities" from here

You need the "Hotkey utility" to run on your system. Versions of HOTKEY

You can use the newest one: (SONYUTILS_HOTKEY_10_ENG.ZIP)

If you running an upgraded OS, you may check this hotkey utility services whether it's already running in background or not
Open Windows Task Manager (Ctrl+Alt+Del or Start-Run-taskmgr) and find the files named HKwnd.exe , HKserv.exe.
If those files exist but your fn+key still not working, then it might be a problem with your newer OS version. If that, you need to upgrade the utilities.
Restart the computer!

Hotkeys
The computer employs hotkeys or key combinations to access most of the
computer's controls like screen brightness, volume output and the BIOS utility.
To activate hotkeys, press and hold the <Fn> key before pressing the other key
in the hotkey combination.

<Fn> + <F8> Speaker toggle Turns the speakers on and off.

<Fn> + < > Volume up Increases the sound volume
(only for certain models).

<Fn> + < > Volume down Decreases the sound volume
(only for certain models).

I can't find the the hotkey utility application from the sony web site.model is VGN-NR160E. Tks !

To enable the Function keys in the Computer, it is required to install VAIO Event Services. In older Computers, the application was called Hotkey Utility and in the newer Models, VAIO Event Services is used to enable the Function keys. You can download the VAIO Event Services (Notebook Utility) from the link below.

Every time I boot up my laptopo I have a message that states "Hotkey Utility Has Encountered A Problem and needs to Close" I Have tried everything and it has not worked

Reinstall the hotkey utility and reboot. If that doesn't work, uninstall the hotkey utility. Often times the files needed to uninstall are missing, so I find it is easier/quicker to install first then to try uninstalling.

you need to download a driver called "hotkey utility" and the buttons will work again

Power saver error 0x5

Download the hotkey utility from the toshiba web site. I got this errorafter installing service pack 2 for xp. The hotkey utility fixed it.error appeared every time I started windows xp. Go to:http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/home.jsp
and go to downloads, select model and download:
