For g' sake don't replace the GEM module until you self test the system, I doubt it is at fault. Have you self tested the GEM???

I am losing all functions of instrument cluster, radio dumps too, windows intermitently do not work, is this a GEM module issue? if so how can I self-test?

Power loss to the master switch somewhere. I just fixed mine (97 Ford) by bypassing power source from the ignition switch and replacing it with the one running the mirrors. Works fine.
The power windows are not directly fused, the power for the windows comes from a central control module called the "GEM", when you touch the window button the signal is sent to the GEM and it rolls the window down for you, it is a computer and it controls all the body electrical functions. This module can be tested and will return fault codes for what it finds lacking in the systems it tests, so what must be done now is to have the GEM tested for faults.
do all your other power windows work???? yes then it is the rear window switch or the power window motor... if all windows don't work then relay or fuse
