There shouldn't be a need to do a low level format on a drive. Just use the built-in format in windows. If you really need one though, download the hiren boot cd and burn the iso to a disc. It has several low level format tools.

You run MS Windows Update to download and install the latest OS updates. Your WD external HDD should be detected after OS update.

For non updates system, try to connect WD to the USB Port where it worked before. If you have 4 USB ports for instance, try to connect it to these ports one try at a time. Windows XP might have assigned one USB port for your device before when it was working just fine.

You can open the case, and access the harddrive inside it. I found there are videos explaining the process on youtube. You can also find some info on Google.
