I had the same issue with this TV in my hotel room. I set the FLX3211B TV up as an extension of my laptop, but had to change the refresh rate from the default 58p Hz to 60p Hz for the digital TV display. Once I did this, it came right up.
White screen only / no picture is a sure sign of a failure in the power supply board. Your TV is getting power to the back lights but the control board voltages are not getting through so it is not displaying the picture right. This is an easy repair to do, you will just need to replace the filter capacitors on the power supply board. This Element model is actually made by Funai and is the same as the Polaroid FLX-01911c TV. ldq781, I think you or electronics technician should investigate the units internal "switch-mode-power-supply/cold cathode-fluorescent lamp electronic ballast circuit(inverter) for "failed" "swollen" electrolytic filter capacitors and or "poor quality" soldering of the electronic components to the copper foil traces of the printed circuit board(power supply board) The first thing to do is visit YOUTUBE for video clips of lcd monitors being repaired for these typical types of "failures" which are most common to both types (monitors and lcd tv's) After you do your research then return here and leave additional reply if you still need help. 12fixlouie
power supply problem of course...set is not dead so line fuse would be good as you said...regulating power supplies are very stable but do contain >>>CAPs<<< caps can leak ,swell do to heat ,etc.
check for visible signs of damage to caps. on circuit board...check regulating transistor( on heat sink)

We are all victims of this Element FLX 3210,,,,,the problem will never go away until it recitfied. Ill pay the extra money and buy from brand name ie:Sony....... The sweetness of low price does not equal the bitterness of poor service. I learned my lesson. Proview does not get any more of my hard earned money,,,,,,EVER.
