You will need to have Yahoo messenger,MSN messenger, Net Meeting, or some other program installed that has a webcam service to it in order to use the webcam to transmit.
Once you have one of the programs installed, then you will open that program and you will see something that says webcam, or something similar..

All batteries have a limited number of load cycles, so if your battery/laptop is older or has been used intensively, this could happen. You can try draining it completely, and then loading it completely, but it will probably not recover completely. Make sure to save power when running on battery with laptops to maximize the battery life.
