Please try to go on the tv lock code features, may be you were able to set time. You just mention that 10 to 15 mints your tv will turn to black and then lock. You need to off the setting.

To turn off the "stuck" pip on a Panasonic tv without a remote, turn off the tv. Then hold down the "Action" button on the front of the tv and press the power button. This will activate a reset and self check of the systems and voila! The pesky pip screen will be gone! This is on an approximately 10 year old regular crt "CT-xxxxx" series tv.
same problem but it does turn on with a remote. no other functions i'ven repl. power supply brd. no help. i do not hear relay click on it seems to be in the main brd. thank you zbyg
