The problem is with the vcr section, it is stuck in eject mode thinking there is a tape. This a mechanical problem that might be repairable. The tv and vcr share some of the same circuits, you can try resetting the tray in the out position as if it fully ejected the tape. Now if this does not work it means you have a gear timing problem or bad sensor.
I found that if you put a vhs tape in and leave it in the machine you can watch a dvd without the machine shutting off. It is only a quick fix but worked for me until I can get a new one or get it looked at.
