7 blinks in the this series(KLV) means there is a short in the power supply board. The easiest way to fix this would be to swap out the board. I can find you a replacement if you want to try fixing this yourself.

Believe me component level repair is extremely tough on this set. However if you want to give it a shot and since you have the service manual, start by checking the 5V stand by voltage line for shorted components. You should set your meter to contnuity test mode and test each component for continuity. A shorted component would cause the meter to emit a loud beep or read abnormal resistance values. The replacement board usually costs about 100 AUD.
Well I do not sell the board. I can find it for you. However I want to be 100% sure that you get the exact replacement. Hence it would be better if you can just get me the part number off the board, so that I can link you to the source. Merry Xmas to you too :)
Since you have opened the set and had a look I would like to be absolutely sure that we have narrowed it down first. Is there anything else after KLV-S40A10? I am asking coz models with slightly different model numbers often have a vast difference when it comes to what the self-test error codes mean. I will find you the part don't worry, but first lets be 100% sure of the exact location of the problem.

Ok. That changes the situation. 7 Blinks on this particular model indicates that there is excess temperature inside the unit . The first thing I would try if I were you would be to get a can of compressed air and empty it on the back of air. The next thing to try would be to test the DC voltage that each of the fan is getting and let me know.
Weird! I have seen most bravia units have a coolant system! Anyways I do not have a service manual for the AU version of this model. So if you can just upload it to mediafire.com and get me the direct link..

Hi there, I am back up. Sorry for the delay. I have had a look at the service manual and it confirms my first diagnosis. See the chart on page 5 . 7 Blinks = Over Voltage Protection on AC circuit. But since you could not source a board, it might be a good idea to get a proper working board from sony. As you have seen the schematics are terrible. No voltage or component markings!

Thanks for advice. What would replacement unit cost in AUD? I have the tech. manual for replacement of part and have some experience in electronic service/repair. Would removal of unit yield any component replacement to save on cost?

Xmas over now. Time to fix TV. G3 power board A-1166-145A. Australian voltage. No obvious burnouts or scorched componentry on existing board. If you could source that would help, I have been searching web but part is hard to come by through normal channels, second hand one in canada (no thanks).

I'm no expert, but I cannot find a fan in this unit. Any ideas, the service manual does not show one either.
