Check for shorted out transistors in the inverter circuits, also check the fuse, caps, solder joints.
You may want to buy the board if you do not want to troubleshoot it down to components level.

Wont display anything, green light on power button keeps flashing

Hello,

The flashing light on the Dell E173 series indicates a failure in the power supply board. This series has several versions on the board so you will need to know the exact model, it is listed on the label at the bottom of the back cover. The versions are E173FPc, E173FPb and E173FPf. We have repair instructions posted on our web site at: http://www.ccl-la.com/blog/index.php/category/monitor-repair/dell-monitor-repair/ that cover each version on the unit. The repairs will require replacing a few pars that will need to be soldered.

I hope this helps, if so please rate our solution.

Power button is flashing green

These models are prone to shorting of the inverter drive transistors, 2sc5707. An in-circuit ohm meter test will reveal which are shorted if any. They should be replaced in pairs even if only one is shorted. Bad solder joints on the transformer can cause them to short so look for bad solder.

Plug Dell e173fpb monitor in power light blinks green and small buzz noise

Hello,

Based on what you have stated your Dell monitor is dead. Seek support/replacement under warranty. If you purchase this with a credit card you have a double warranty through your credit card. You'll have to suffer through Dell's phone support to allow them to troubleshoot your dead monitor but be patient and a new or newer model will be on its way to you soon.

Hope this helped you and fixed your dilemma.
