This is easy enough to check. There are 4 screws that secure the recoil starter to the engine. Remove these 4 screws and remove the starter assembly. Pull on the rope and see if the starter is operating properly. If not, go to your local Echo dealer and get a new one...they are about $30. Also try to turn the starter cup by hand to see if the engine is locked up. If the engine is locked up, remove the spark plug and try to turn the starter cup again. If it is still locked up, then the repairs would cost more than a new blower.
