No the fan out side is for a condensing unit and compressor. The compressor should not run with the heat. I am almost positive that if this is not a heat pump that the compressor unit should not be running.

The upstairs ac display is blinking cool on, but not cooling the house. The outside fan is running. please help. The downstairs display and unit working properly

Normally Honeywell will "blink" COOL ON when its in a timed delay, usually 3-5 mins. And then COOL ON will stay on without blinking. If you turn tstat off then wait about 5 mins, then turn to cool, watch for the blinking, then wait 5 more. If it doesn't turn on, check/change the batteries if it has them. Try turning the AUTO/ON to the on position to bring on the fan only. It won't cool doing this but it helps in homeowner troubleshooting.

Why does my Buick Rendevous, 2005, leak water into both front floorboards?

Is it leaking water or Anti Freeze?
If it's Anti Freeze you can pull down the rug or floor mat to check, you should also smell the Anti Freeze. This means your heater core is leaking & has to be replaced, if it's not leaking bad you can try a sealer called Aluma seal (my spelling could be wrong),looks about the size of a roll of dimes, most auto stores have it.
If it's water, my guess is the AC condensation hose is blocked. Does it leak only when the AC is on? this hose runs outside, usually on the
passenger side behind the front wheel, when the AC is on & condensation builds up, you will see water coming out on the ground, this is normal, but if that hose is pinched or blocked the water could end up running onto your floor. Hope this helps.

Heater control

Run self test on heater control head. With the key press off and floor buttons at the same time for 2seconds then release and press auto button for a second.this will put system into self test.if no code all the blend door actuators are ok and I would think vacuum leak from main vacuum, black line going through fire

the fan control is not for the fan on the top of your outdoor unit. that is for the blower, you have 2 fans. Im guessing you have a split system, 1 unit inside and 1 outside?? Does the outdoor fan continually run??

The indoor unit fan of the split ac runs all the time is this normal??

Is there a auto/on switch for the fan? In auto it will only run when the condensing (outside unit) runs. If its in the on position it will run all the time. Also, possible bad thermostat stuck in on position. Check and see if the condenser unit is also running all the time.
