Well lets think about it. If you see the ignitor glowing then you have a complete circuit. That means the oven control is sending down juice to the ignitor. The oven safety is alloing for continuity because the ignitor is indeed coming on. So what in the heck could be the problem. All the components SEEM to be working. The answer is simple. The ignitor WILL get WEAK and not put out enough AMPS to open the bi-metal inside that safety valve. The way to know for sure is to clamp on an ammeter to the system and do a simple amp draw check, however, we aint all got a hundred dollar ampmeter to check amp draw with.
Look at the ignitor,is it orange or very bright? If it is a mellow orange the chances are it is weak. Replace it.

may be a loose wire on the spark ignitor ceramic or if you run via main electic it may be your spark generator

sounds like you got the electronic ignitor valves wet try blowing them out with air or don't use for a few hours

Ignitor needs to be working for the gas valve to open. If the ignitor does not reach the proper amp draw the gas valve will not open. There is a video at www.appliancehelponline.com/servicemanual.html this will walk you thru performing an amp draw test on the ignitor.
