I need a manual for my ryobi charger part # 140237023

Most likely the charger is separate from the drill, but I didn't see a manual online. May want to check at local hardware type store.

Ryobi P115 is an 18V battery charger. However, Ryobi Manual did not mention the current rating of P115. if the current rating of Ryobi P115 is 50% higher than your 18V Lithium Battery it will charge. but if it's less than or equal, it will not.

Yes, the green light flashes until the battery is fully charged on Ryobi chargers. This will change to a solid green light when the battery is fully charged until the charger goes to a power-saving mode. Not all of the Ryobi chargers have a power-saving mode. However, for those that do, the green led will dim over time and then brighten and dim slowly again in this mode.

My Ryobi charger, model P113, actually has a key for the LEDs on the unit on the left of the battery port. Unless you are a bit clever with electronics, better off buying a new charger than trying to fix the internal circuit on it. here is some links to info ive found.
a new Ryobi 18v li charger will charge your nicad battery but a nicad charger will not charge li-ion battery.

It sounds like your battery is bad. If yellow and green are on for more than 15 minutes it probably a defective battery pack. See page 8 in the manual.

see you local ryobi dealer as this can be 2 different faults in the same unit.
