I cannot open a link on an email in my Outlook 2003, I get the message This operation has been cancelled due to restrictions in effect on this computer, Please contact your administrator

You might have some viruses and malware.....

Start your PC and press F8 several times until the boot menu comes up. Then select "Safe Mode with Networking". Now get some or ALL of the FREE programs below.

Download, Install and Run Malwarebytes Anti-Malware:
http://majorgeeks.com/download.php?det=5756
When Installing choose the non-pro version.

Download, Unzip, Install and Run TDSSKiller:
http://majorgeeks.com/Kaspersky_TDSSKiller_d6895.html

Download, Install and Run Super Anti-Spyware:
http://majorgeeks.com/SUPERAntiSpyware_d5116.html

If you have an outdated Anti-virus program then Download, Install and Run Avira Anti-Virus:
http://majorgeeks.com/Avira_AntiVir_Personal_-_FREE_Antivirus_d955.html
Make sure to select ALL of the "threat categories" when you install or configure Avira...

You should be in pretty good shape if you run and install all of these programs.

This operation has been cancelled due to restrictions on this computer in Microsoft Outlook 2007. Links are disabled.

This issue arises when the HTM file association is corrupted. You can fix this issue in 2 ways:
1. You can change the default internet browser. for example: If the Internet explorer is the default browser on the computer, you can install Firefox and set it as the default browser.
http://office.microsoft.com/en-us/word-help/change-your-default-browser-HA001190694.aspx
2. Second way is to fix the HTM/HTML Associations (Restore the default associations for htm/html files).
-Take the registry back up first.
-Then, depending upon the operating system, you can download the registry fix from the following websites.
For Win xp: http://www.dougknox.com/xp/file_assoc.htm
For Win Vista: http://www.winhelponline.com/articles/105/1/File-association-fixes-for-Windows-Vista.html
For Win 7: http://www.winhelponline.com/blog/file-asso-fixes-for-windows-7/
Download the HTM file and double click on it to run the fix.

I cannot open links from inbox messages it brings a box up saying 'This operation has been canceled due to restrictions on your computer. Contact your administrator' ???

The reason behind that is, there is a security or child protector on the computer. You will have to go to your internet security and must stop filtering such website in order to visit them or exclude them from internet security.

Thanks

Clicking on links in email don't work

Links in an email in the Junk folder will never work. It is set this way to protect you. However if you are clicking a link in an email in the Inbox, right click the link and then click "Open Hyperlink". Once you do that the links on emails in your Inbox should work from now on. If not, is IE your default browser? If not make it so. If that does not work open Internet Options >> Control Panel >> Programs Tab >> Reset Web Settings.
