Check your display buttons along with the keyboard and mouse, to see if you have any key stuck down, or being pressed. Is there any other devices connected to the emachine that could be causing this behavior?
This question has been posted before at fixya. Try using another keyboard. Try connecting to a different monitor. I don't think the problem is the monitor, it may be keyboard or computer. If the problem is the monitor then it would be a bad capcitor under the back panel. The bad capcitor should be easy to fine. It will look bulged with possible corrosion.
Can you right click on the speaker icon in the taskbar at the buttom of the screen? This way the "Sound and Audio Device Properties", menu will pop, and you can select, "Adjust Audio Properties". Next , stroll down to the middle and, left mouse click the box if checked, that say's, "Place volume icon in the taskbar." If that don't help you, go ahead and left mouse click a check in that box again and left mouse click, "advanced" . Now volume control menu box will pop-up, and go to the buttom of that box and left mouse click, " S/PDIF out enable". Hopefully, the volume icon will go away. You might have to restart your computer though.
I know you had this problem 11 years ago, And I hope you and your father are doing well, But I have found a solution. If you push the menu button that brings up the settings for the monitor then go to the on that says OSD in a box, in the bottom row where the clock is you can set the duration for how often the volume pop-up pops up. You can set this to up to 120 mins and so then it will only pop up every 2 hours. This wont make it go away completely but it is far better than the usual every 10 second timer.

I had this same problem a while ago. It was because the top "touch" button on the side was being triggered at a rapid rate. I took mine back to the retailer because it was within the Westinghouse 1 yr warranty. After getting a replacement display (same Westinghouse 22 in), I have had to take it apart because of a bad video processing board. In doing so I have seen that the side buttons are very easy to get to and fiddle with. If you are out of your warranty period, perhaps try taking off the case of the display and fiddling with the button board and connections
