You can do it by directing the windows to the folder c:windwossystem32dllcache and after that it asks for some special type of files like help files which can be igmored, and font files and you can either download them one by one or you can search for a compressed file that contain all of the font files.

Install arabic language to my computer

1. Click on the start and go to Settings - Control Panel 2. Open the Regional and Language Options applet 3. On the Languages Tab check the "Install the file for complex script and right to left languages" checkbox to select it 4. Click OK 5. Insert the Microsoft Windows XP CD when prompted and allow installation to complete 6. Restart the computer when prompted to do so

then Extract the zip file with winzip or winrar
then run the exe file
restart windows
then go and try to add Arabic support from control panel -> Language and Regional Options
