I just tried taking out the battery and switch on the laptop. It will not start without the battery. Then I plugged in the power cable and started it without the battery. The system starts but again the scroll lock and caps lock lights blink for 20 seconds and power light in ON. and then the systems shuts off. nothing on the screen. Do you think this is a memeory issue.

Hello, Pull the battery from the laptop and see if it will powerup without the battery in. If not the charger is bad, if it does then the battery is bad.
I would replace the battery if you had for some time. Over time charging a battery will slowly not take a charge. If you tried two adapters, about the only thing is left is the battery.
It won't charge or work correctly if it's not the correct one and of the right voltage etc.I don't know how the battery even went in if it's not the Dell specified battery.If it went in and looked to fit maybe the battery itself is bad but its hard to say.
1. Reseat the battery. 2. Remove All External Components 3. Check the battery connectors on the battery and the system. Examine the connector on the battery and the system. Make sure that there is no physical damage and that it is clear of debris. 4. Remove All External Components 5. Try a known-good battery in the system, if available.
Hi there. As far as i know there is no CMOS jumper in the dell E1505, but what you can do is remove the motherboard battery for an hour to hopefully reset the bios. Take the main battery out of the laptop as well as the AC power supply so the laptop is receiving no power at all. Push the lid back as far as it will go and remove the hinge cover like this >>>>
Now you have to lift the keyboard, there are 2 screws at the top of the keyboard so unscrew them and gently lift the keyboard up like this >>>>>>
You will see in the illustration the motherboard battery, just take it out for an hour and then put it back in, please be careful with the keyboard as there is a delicate ribbon cable, if you have to, remove the keyboard from the motherboard. To release the keyboard cable from the keyboard connector on the motherboard, rotate the
plastic bar on the keyboard connector toward the front of the computer.

Try starting without the battery. If the battery has developed a short or is going bad they are notorious for causing a no start with Dell. If it still won't start, then a memory chip may have gone bad, this also will cause a no start with Dell. Dell's machines will not start with no memory, so check it with at least one memory chip in it. Then lastly, the power management chip on the motherboard. It's rare, but they do go out and without warning. This will have to be checked by a tech.
