Hello elscomputers: If you are sure that there is no other issue with the motherboard -- It was working before the CPU Fan/Heatsink stopped working. Other than making sure that it is correctly connected as shown below -- attached to Pin 1 with all three pins connected (not off to the side by
one pin), you can assume it's bad (they do wear out). The cost of a new cooler is pretty minimal and I would just replace it.
