Windows has two approaches to fan control - "active" or "passive". The default option is passive, but if you switch it to active instead then the fan will turn on more frequently. You can do this by following these steps:
Solution 2) Keep Toshiba PC Health Monitor open
Some of the comments below sing the praises of PC Health Monitor. Apparently, the laptop fan will work harder when PC Health Monitor is open.
PC Health Monitor is already preinstalled on Toshiba computers. To open the program, just press the Windows key to open the Start menu, start typing "PC Health Monitor", and the program should appear in the search results. Click on it to open it.

Hi, you can try to clean fan with a compressed air can, if the fan works most of the time this helps and you will not need to take anything apart, just pick up one at your local electronic store, follow the safety instruction on the can and spray all the air ways starting with the openning under your fan, but start SLOW and gradually increase the air flow and be very careful not to let the air pressure break the fan fins by sudden changes in the air flow... As for the pop-up it may not nessesarly mean it is heating problem, it may be a virus and you may want to install and anti virus just in case... Best od Luck

I fixed it ^_^ If anyone has the same problem, flash the bios. There are downloadable ones on the toshiba site. I did it through creating a boot cd, I think you can do it with usb as well. There are heaps of online guides.

ok, it looked like it was fixed, but upon rebooting I got that same error again. I've now installed toshiba pc health monitor so we'll see how that goes. Looks like i may still get the error before it opens toshiba health monitor.
