Sometimes this is an error that goes away when you specifically connect to the store to purchase music or videos. It might be helpful to log out of your account (Account menu --> Sign Out) and log back in. If you also have an iPhone, you might want to log out of all devices; then restart them; then log in again.

The new iTunes is not 10.6.3, that was released in 2012 Apple releases iTunes 10 6 3
and even if it was, iTunes was never released for W95, the first Windows OS it supported was Windows 2000 History of iTunes

This is an APPLE store anamoly, not a problem with your computer, or the software in it it is on APPLE's end of the internet, and it says the problem should be rectified within a few days, and they are sorry it has caused so many customers to be upset with them over it.
this is a recurring issue with itunes - something goes wrong and it throws up error 2037. You can be sure it is a problem their end not yours and you just have to wait for it to be fixed.

Hold Shift down as iTunes starts up and it'll ask you to choose a library. Choose the one at the new location - dir iTunes - and it's fixed. I just did it having had the same problem.
