Question about Panasonic CT-27SL15 27" TV
Thanks. The TV, lines at the top, was fixed at a local, small, Panasonic authorized repair shop. Several electrolytic capacitors ( 4 or 5 ) were replaced. Removed one by one, tested, found sub-par, and replaced. Not sure exactly which ones, but they were all near the Vertical circuitry section I imagine. After replacement of the capacitors, a few lines remained, and the tech determined the small vertical IC was also damaged. That is IC 401 "V.Output.IC" shown on pg 25 of the service manual. This IC was replaced - and that fixed all the lines. A couple of weeks have past now since the repair, and still working O.K. - our nice TV is working well again. Thanks. This seems to be a fault in the vertical blanking circuit. It's very common to have open or out of value electrolytic caps that make this problem.
I could guide you in finding this cap if I had the schematic for this TV, but I don't.

Have similar problem on a Panasonic Tau model CT-27SL15.
It's a 27" CRT TV manufactured around 2005.
Found a service manual online w/schematics and board layouts.

See pg 25 (of 42) - Deflection Schematic Diagram (Main PCB)
Shows: V Output IC - IC401
Finding the actual bad component(s) may not be so easy.
(TV repair person made a similar comment on the telephone.
Possibly capacitor going bad in the Vertical circuitry.)
Anyway ... just wanted to add this comment.
As seen in the Diagram of the service manual, the bad capacitor might be C407 100 uF 35 V. Try replacin it.
I confirm that C407 capacitor was to blame on my TV set Panasonic Tau model CT-27SL15. I changed it to 470uF 35 V one and the white stripes at the top of the screen dissapeared.
