Question about Panasonic CT-27SL15 27" TV
Thanks. The TV, lines at the top, was fixed at a local, small, Panasonic authorized repair shop. Several electrolytic capacitors ( 4 or 5 ) were replaced. Removed one by one, tested, found sub-par, and replaced. Not sure exactly which ones, but they were all near the Vertical circuitry section I imagine. After replacement of the capacitors, a few lines remained, and the tech determined the small vertical IC was also damaged. That is IC 401 "V.Output.IC" shown on pg 25 of the service manual. This IC was replaced - and that fixed all the lines. A couple of weeks have past now since the repair, and still working O.K. - our nice TV is working well again. Thanks. Hope this feedback / info helps.

This seems to be a fault in the vertical blanking circuit. It's very common to have open or out of value electrolytic caps that make this problem.
I could guide you in finding this cap if I had the schematic for this TV, but I don't.
