How do you fix a tune board for an Organ? Or do you have to replace it? How much will replacing cost? It's an old Organ from the '80s, the sound is there it is just off tune: robotic or broken.

You didn't tell us what brand or model organ... If the organ is digital, then it likely has a pitch control or paraameter to set it for A440...
If it is analog type organ, then components could be adjusted or replaced to fix the problem.

    Replacing a board of this vintage is not really possible as this is a 70's design. Repair of the board is very likelyas it probably uses readily available components. There may be adjustments that only need to be tweeked. This likely uses analog technology for sound generation. Parts OR sustitutes should be readily available should a part value have drifted due to age. I would go onto the Organforum.com site as somebody there may have a service manual for the unit.

I have a Lowery organ that doesn't play. It turns on, but no sound from the keys.

I've had a few of these as well.
You will need to find someone who can test your organ with an electric meter.
You have not mentioned the year, serial number, or model number of it, but it is possible there is a fuse somewhere that is blown.
The most likely problem is a bad control unit.
(These can cost hundreds of dollars to replace.)
Also, there could be a broken wire inside.
My success at repair is about 50 %.

If you turn off any voice tabs for the pedals, they are effectivly turned off.

Probably from Roland, however the cost would likely be almost the cost of a new unit. Best to look at repair. What is wrong with the unit?

Tone chime E5 is out of tune and sounds flat. Have replaced the head and this did not solve the problem. What else do I need to do?

"sounds flat" ... What are you comparing this to? Pianos at that range are sharped due to stretch tuning so this would appear flat compared to the piano. Use a Korg or other brand tuner to verify. If it is flat, my educated guess is there is a crack in it. Dip it in a vegetable dye water mixture and usually cracks will show up. This is almost like Magnafluxing they use in the aircraft industry. These are likely made of aluminum and repair if cracked would be hard... one could try to have it welded and then filed down to tune it. I have done this with sleigh bells on a pipe organ, but those were brass.
