That's the blue screen of death, rebooth the pc in safe mode by pressing F6 key while booting (start up) and remove any software that u recently installed and restart. If it doesn't work format it and install a fresh copy of OS.
Your Operating System (OS) is corrupted. The best solution to this problem is to reinstall your OS using an OS installation CD. I would also recomend upgrading to Windows XP. You can upgrade by simply installing Windows XP on your laptop. Back up all your data before reinstalling your OS.
