As evidenced by the lack of a numerical keyboard, your scanner is an oddball that does not allow direct keyboard programming of a known frequency. Rather, you can only transfer a displayed frequency from the SCAN mode or SEARCH mode into the PRIVATE bank. Details for doing this can be found on pages 24 through 26 of the Uniden owners manual. If you don't have the manual, you can download and print it, at no cost, here:
http://www.uniden.com/pdf/BC350Com.pdf

How do i program frequencies into my uniden bearcat scanner bc350a

The BC350C is a factory pre-programmed scanner, so you cannot program it in the standard manner - entering frequencies via the keyboard. You can, however, transfer a displayed frequency from the SCAN or SEARCH mode into the PRIVATE bank. Details for doing this are in the factory manual that you can download and print, at no cost, here:
http://www.uniden.com/pdf/BC350Com.pdf

Is there any way to scan several bands (fire,

Sorry, but the BC350C will only allow you to scan or search one band at a time. As you identify active frequencies in the different bands though, you can transfer (program) up to 50 frequencies into the PRIVATE band, and then scan the combined list. Need more info on your scanner? If you don't already have it, you can download/print the BC350C operating manual here:

How do i set a frequency on the privat channel

You didn't mention whether you have a BC350A or a BC350C, so here are links to the owners manuals for both. They go into detail on programming frequencies into the "PRIVATE" bank.

I have a uniden bearcat portable and base I cant figure out how to program it

With the scanner powered ON,

1. Press [HOLD].
“HOLD” appears on the
display.
2. Press [PROG]. CH appears
and blinks to indicate that you
are in the Programming Mode.
To change the displayed frequency,
use [UP] or [DOWN]
while “CH” is blinking.
3. Press [PRIVATE]. “PRIVATE”
appears on the display.
If you want to program it into
another bank, press the
desired bank key. The lowest
open channel appears on the
display.
2 screens alternate to indicate
that open channel is available
to be programmed.
The scanner automatically
selects the lowest open
channel (000.0000) for easy
programming. If all channels
have been programmed (there
are no open channels in the
bank), channel 1 appears.
Use [UP] or [DOWN] to select
a new channel and even overwrite
old channels.
4. Press [PROG] to store the
frequency in the desired
channel.
Note: Press [BAND] to escape
from programming mode before
step 4.

Need the manual? You can download/print it here:
