This depends what mode you are in. The camera if set to AUTO, will compensate for exposure if there is not enough light (shooting inside, morning, evening) or your flash is off. Also OLYMPUS related cameras that with the IMAGE STABILIZATION for most point-and-shoot and UZ models use a digital image stabilization method where they up the ISO to compensate for handheld/low light movement. So make sure you are not in the mode with the HANDS, THE RUNNER, CANDLE, NIGHTIME, or in one of the guidance modes.
What camera?
Is it a pocket camera where the lens in internal? that would explain some of it.
Go into your menu and look up ISO and make sure its not set to anything above 400 if you are worried about digital grain or noise.
for the sharpest image you should have it set to the lowest speed setting.

The Olympus SP 510UZ does not have a facility to change the ISO setting.
A reset of the settings has seemed to fix the problem
