Skype is indeed free if you're calling someone who also have Skype installed on their system. You could also call any 1-800 or 1-877 Toll-free numbers. The error message that you're encountering - "not enough skype credits" means you're trying to call somebody on a landline or a cellular phone, and this require Skype credits which you can find more info here.

On Skype you can not take pictures of different users while you are talking to them. The only way you can take pictures of yourself is if you are setting you picture that will show up on your profile.
