I have a Malibu ML88T timer on the garden lights. I guess the power pack is running can turn lights on off manually but the timer doesn't turn them off or on. Can this be repaired?

You did not say if these power packs are new or if they stopped working.
The humming sound says transformer is working, but terminals have to test 12Volts DC.
If power packs are older and were left plugged in when bulbs were not working, then power packs can go bad.
There are no replacement parts for power packs except trippers.

I don't see your specific manual, but the operation might be similar to the ones shown here ... it could be that Malibu repeats the same instructions in different models

If the timer is stopping, it could be a physical obstruction. Or it could be an electrical mis wiring so that the timer is turning itself off at that point, check the incoming wiring and see if it makes sense, and follow the diagram to see if the incoming power is definitely not on any switched terminals, they would maybe be marked with NO , NC,

there are multipul 12 timers on the market BUT if you use a 12 volt power pack designed for a car radio display or even a simple 12v 5 amp laptop power suply and a cheep outdoor timer or cheeper indoor timer and run wires inside you can add lights
remember theise lights are low voltage and if you change the bulbs out you can really strech out the amprage too
low amp led automotive bulbs are a great invention they draw mili amps and use 12 volts
i converted my noma moonrays to a laptop power supply and added 30 more to a single string so i curently have 50 lights on 1 power suply pulling aprox 4.5 amps out of a 5A power supply i used led bulbs and simple moma cord now i can light the whole back yard with 1 ps and it's really bright if i use the led headlamps mounted under the soffit on the house
