The higher flame on those 2 burners may be by rusted out. Of course this depends on how old the heater is and how well it has been annually maintained. Unfortunately, DESA International is no longer in business, but some parts are still available. You just have to search the internet for them.

Without the model number of the heater it is hard to give an accurate answer but I will give you some suggestions.

I would start with cleaning the pilot ODS assembly.

I would check the regulator on the heater...if it is propane these gas get raw gases in the regulator and cause the unit not to pressure up correctly.

Give these items a try first before replacing any parts.

Because the heater you have is rated by Underwriters Laboratory (UL) it cannot be modified. Sorry.

Look for and clean the flame sensor.

Replace the regulator.
