If the smart key battery gets low to where it won't start the car you can hold the smart key with the logo facing the start button close to the button then push it to start the engine.

Your computer's BIOS setup screens should allow you disable SMART monitoring, which would let the computer boot up normally. Check the screen when your computer first starts for a message about entering setup. Depending on the make and model, you might have to press DEL or ESC or some other key sequence. Then look for SMART monitoring in the setup pages and shut it off.

SMART monitoring keeps an eye on several drive parameters and lets you know when one of them is out of bounds. This doesn't necessarily mean the drive is bad, but it's a sign that more serious trouble may be ahead. Of course, there's also a chance that the drive is no longer working correctly.

This would be a good time to get a replacement hard drive for the computer and transfer everything over to it. If you can disable SMART monitoring and the system starts up and Windows is working, get yourself a new drive and transfer the old drive's contents using a program like Norton Ghost while you still can.
