Let it start in safe mode, Once it boots up click Start/Programs/ and look for the RUN prompt. It might be under the Accessories folder. Once you get RUN to open type msconfig and press OK.
When the System Configuration window opens Click on the "Boot.ini" tab at the top and make sure the /SAFEBOOT option is not selected. If it is, remove the check mark then hit OK. Reboot and see if it goes to normal.

I don't know if this will help but a service manual is here to purchase this may explain what the amber light is for, though normally an amber light signifies standby mode
If the screen went blank after the driver install, sometimes clicking the mouse on the screen will bring the picture back. It sounds like the monitor is having a conflict with the resolution the driver is throwing out. Reboot the laptop and when you see the Toshiba splash screen, tap F8 until you see the multiple boot menu. Scroll to Safe Mode with networking and reboot. If the screen comes up, go to the control panel > System > hardware > display adapter > click on the plus sign and double click the reported adapter.click on driver tab and select roll back driver > click yes to any prompts and click ok. Reboot normally and see if that clears the problem.
