It sounds that, the memory IC to your TV has damaged. This IC can be located very near to main system control IC. A very small one, with 8 solder terminals. Even though it is very small, function of it while the TV works is great. The work is a semi-skilled one, and you must have some knowledge in electronics to proceed.
Nine blinks - Replace D 6116 and D 6301 on the "G" board, do not re-solder as this will fix the problem temporary. Or Panel Module Error or Thermal Error. If it is intermittent 9 blinks, meaning sometimes the TV comes on and other times you get flashing, then change the switching regulator on the "G" board or check connections. Make sure the regulator is -12 or -13 (negative).
depending on the number of flashes sometimes its a error code if the tv is in warrenty or extended warenty had a shop check it out if its not then i would check the caps on the power supply they are known for puffing and not letting a tv come on
sometimes a leaky filter capacitor in the power supply primary section could caused this problem,or a loose solder connection in the power supply section
